Governance Advisory Councils
In June 2008, the Central East LHIN Board of Directors initiated a new phase of its community engagement framework that focused on creating a culture of cooperation at the governance level within the LHIN. Known as the Board-to-Board Engagement Strategy, the Central East LHIN established three Governance Advisory Councils – in the Scarborough cluster, the Durham cluster and the North East cluster (Haliburton, Kawartha, Northumberland, Peterborough) – that aimed to foster the following:
- A culture of cooperation in which each health service provider understands the other’s contribution to the overall health system and its performance
- A forum for joint strategic planning and the identification of integration opportunities and
- The sharing of best practices and tools to raise the bar of health care governance
The Governance Advisory Councils continue to serve as an invaluable forum for information sharing and knowledge transfer between volunteer Boards and the governors of the Central East LHIN.
Governors from all Central East LHIN funded health service providers are encouraged to review the Terms of Reference for the Governance Advisory Councils and consider submitting an Expression of Interest (EOI) form to join one of the LHIN Governance Advisory Councils. The three (3) cluster-based GACs hold their meetings on a quarterly basis.

Board Governance Forum - May 10, 2016
On May 10th, the Central East LHIN and it Governance Advisory Councils hosted the annual Governors' Forum. This year's keynote speaker was Dr. Bob Bell, Deputy Minister, Ministry of Health and Long-Term Care. This event was a must attend for all Central East LHIN Health Service Provider (HSP) Board Chairs or delegate and each HSP's CEO or Executive Director as Dr. Bell provided information on the Ministry's Patients First: Action Plan for Health Care.
Board Governance Forum - May 12, 2015
On May 12th, 2015, the Central East LHIN and its Governance Advisory Councils hosted a Governance Forum on "Bringing Care Home" for Board Members and Senior Administrative Leaders (CEOs/EDs) from all LHIN-funded health service providers from across the Central East LHIN region. The event, which was held in Oshawa, included a presentation by Dr. Gail Donner, Chair of the Expert Group on Home and Community Care who provided an overview of the "Bringing Care Home" report submitted to the Minister of Health and Long-Term Care on January 30, 2015.

Board Governance Forum - May 1, 2014
On May 1st 2014, the Central East LHIN and its Governance Advisory Councils hosted a "Governance Forum on Quality" for Board Members from all LHIN-funded health service providers from across the Central East LHIN region. The event, which was held in Oshawa, included a presentation by Dr. Joshua Tepper, President and CEO, Health Quality Ontario entitled "Quality: the Cornerstone of Patient Care" and provided board members with an overview of the provincial quality framework, the Health Quality Ontario's Strategic Plan, Quality-Based Procedures and the Role of Health Service Providers.

Board Boot Camp – Everything You Need to Know about Good Governance
The Central East LHIN recognizes the challenges of providing governance during these times of change in the health care sector. Clients, community members, funders and donors are requiring more from the health care system with constrained resources.
Based on years of successfully offering project management workshops to health service provider staff from across the LHIN, the Central East LHIN in partnership with the United Way of Peterborough and District , has been offering a one-day workshop entitled “Board Boot Camp – Everything You Need to Know about Good Governance”, to all of our health service provider governors. This session covers the essentials of strong board leadership and good governance through an interactive and dynamic workshop provides governors with the tools and information needed to be an effective and knowledgeable Board Member.
By the end of the session participants:
- Understand the role and impact of the non-profit sector
- Recognize the roles and responsibilities of the Board
- Analyze the Board’s effectiveness in the five key areas of board responsibilities
- Clearly identify the separation between duties of the Board and duties of staff
- Understand the role and function of committees; and
- Run effective and concise Board meetings
